Quality laboratory services are essential and fundamental components of an effective, well-functioning health system. The goal of this implementing mechanism (IM) is to support the Government of the Republic of South Sudan to improve the quality of clinical laboratory services so as to support diagnosis, treatment, prevention and surveillance of diseases and support the establishment of the National Public Health Reference Laboratory (NPHL). The objectives of this IM are to establish a laboratory quality management system (QMS) at all levels of a national tiered laboratory system, improve Laboratory Information Management System (LIMS), establish biosafety and biosecurity in laboratories, support the development of a national laboratory operational plan and develop a plan for a National Quality Assurance (QA) program. These objectives support the vision of the NLSP which strives to establish a “laboratory system that provides quality, efficient, and effective services, which are accessible, equitable and affordable for the people of South Sudan. These objectives are also in agreement with PEPFAR program strategy of ensuring a strong national network of laboratories that provide quality services as well as developing qualified technical personnel. QMS implementation was started in Juba Teaching hospital (JTH) and Al-Sabaha children’s hospital in Juba, with a plan to expand to referral and State hospital laboratories, including the NPHL. Government staff will be trained as mentors to implement QMS in more laboratories, and ensure its sustainability. This project will be monitored by PEPFAR team for adherence to PEPFAR regulations and Directorate of diagnostic to ensure country ownership.
